Community Improvement Plans (also known as C.I.P.’s) are financial incentive programs that are designed to encourage development and redevelopment in designated areas throughout the City of Oshawa. Property and/or business owners can apply for financial support in improving the visual and functional aspects of their commercial, industrial, and mixed-use residential buildings or parcels of land.
Brownfields Renaissance
The Brownfields Renaissance Community Improvement Plan encourages the cleanup and reuse of contaminated lands through financial incentives. Completed applications are accepted year-round and processed on a first come first served basis.
Prior to the completion of the application form, applicants are strongly encouraged to review the Brownfields Renaissance Community Improvement Plan and consult with staff of Planning Services in the Business and Economic Development Services department. Early consultation can result in the identification of matters that will significantly assist in the processing of the application.
Note: Digital application forms are encouraged, but physical forms can be requested via business@oshawa.ca or Service Oshawa at 50 Centre St. S.

Brownfields Redevelopment Grant program
This program starts after the Brownfields Property Tax Cancellation Program ends and provides an annual City and Regional grant to property owners who undertake redevelopment of their properties in the project area, which will increase the assessment.
Boundaries
The boundaries of the Project Area include all lands within the Major Urban Area as identified in the Oshawa Official Plan.
